The article considers the commodity structure of exports and imports of the Samara region. The relevance of the study is due to the need to address the issues facing most developed and developing countries, including the Russian Federation, of increasing the level of innovation in the production of goods, including those for subsequent export. The dynamics of foreign trade of the Samara region with the CIS countries and non-CIS countries in 2003—2019 is analyzed. The analysis also includes a review of the main trading partners of the Samara region with the volumes of exported and imported products for the period 2003—2019. The key problems of the development of both the Samara region and the Russian Federation that affect foreign economic activity in general are presented. New state policy instruments are proposed that contribute to the development of competitive domestic industries, the introduction of which will positively affect the expansion of trade and economic cooperation both in the Samara region and in the Russian Federation as a whole. The measures proposed by the state to support domestic producers make the output of innovative products the most attractive both on foreign and domestic sales markets. It is concluded that it is necessary to supplement existing support measures with such tools as: participation of enterprises in the UN Global Compact on Sustainable Development Goals; securitization of innovative objects; compensation for the costs of creating intellectual property in production. The issues disclosed in this study are of practical importance for the development of all industries included in the foreign trade turnover, and the implementation of the results obtained will increase the competitiveness of domestic producers both in the domestic and foreign markets.
