THE ROLE OF MODERN INFORMATION TECHNOLOGIES IN THE DIAGNOSIS OF PROBLEMS OF SOCIO-ECONOMIC DEVELOPMENT OF REGIONS AND MUNICIPALITIES

Currently, the analysis of information in the Internet space is one of the urgent tasks of state and municipal authorities. It is for this purpose that a network of regional management centers was created in Russia. The activities of the regional management centers are financed from the federal budget within the framework of the national program “Digital Economy”. According to one of the news sites [1], every year each regional management center receives approximately 67.6 million rubles — this is more than 5.5 million rubles a month. In this article, the authors define the role of the regional management center in the Rostov region and municipal management centers in the socio-economic development of the region and municipalities; identify the role of Incident-Management technology in diagnosing problems of Taganrog and the Rostov region; analyze statistical and qualitative information about diagnosed problems of Taganrog via IncidentManagement technology for the period from 01.01.2021 to 31.07.2021 and identify its role in designing and implementing long-term target programs for the development of the city, in assessing the effectiveness of the municipal government of Taganrog. Analysis of statistical and qualitative information is carried out in the following areas of Taganrog development: security; landscaping; roads; housing and utilities; law and order; health care and medicine; coronavirus; garbage/dumps; education; public transport; social services and welfare; construction and architecture; trade; physical education and sports; environment; economy and business; power supply; other topics. The conclusions obtained in the study should be reflected in the long-term target programs for the development of the city.
