STATISTICAL ASSESSMENT OF INTER-REGIONAL INTELLECTUAL MIGRATION FLOWS DISTRIBUTION IN THE RUSSIAN FEDERATION

Annotation:

This paper considers the concept of “intellectual migration” not only as a factor for socio-economic development of the country and its particular regions, but also as a result of intercountry and interregional differences. The approach to intellectual migration as a “factor” is driven by the significant influence of the intellectual capital movement on the improvement of key indicators of the country or region development in the case of the intellectual migrant inflow, and their deterioration in the case of the migrant outflow. On closer examination of intellectual migration as a “result”, the factors that influence intellectual migration are studied. Thus, under this paradigm the concept of intellectual migration could be considered in the core of this acute problematic phenomenon, both contributing to the strengthening of spatial differences between the territories receiving and losing intellectual migrants, and caused by the regions’ high differentiation. To effectively regulate intellectual migration flows, it is necessary to have statistical tools that could identify quantitative patterns of interrelations between indicators of territorial socioeconomic development and migration processes in order to substantiate management decisions. Statistical assessment is given to the interregional specifics of the intellectual migration flows distribution in the Russian Federation with the application of nonparametric statistics based on official statistical data. The regression model based on the main components of the intensity indicator for the arrival of migrants with higher education in 85 regions of Russia for 2019 is substantiated and interpreted. The findings of the study allow improving the quality of information and analytical support for monitoring and managing intelligent migration flows.
