Internationalization of higher education contributes to improving the quality of educational programs at Russian universities. One of the forms of internationalization of universities is the creation of English-language educational programs, which enhance the attractiveness of universities for Russian and foreign students, contribute to the intensification of the educational process, increase the prestige and recognition of the university. However, educational organizations face administrative and content-related difficulties in developing such programs. The article analyzes the works of modern domestic researchers, who study the issues of international educational programs development, internationalization and international cooperation in education. The aim of this article is to identify mechanisms that allow using English-language educational programs as a means of attracting talented students to domestic universities on the example of one of the leading Russian engineering universities Kazan National Research Technological University. The authors pay special attention to the logic of constructing English-language Master’s degree program at an engineering university, the stages of its development and curriculum filling with the focus on students’ individual development, which allows to form professional competences required in modern society while training specialists with a wide range of outlook. The scientific novelty of the study lies in identifying the prerequisites for creating an English-language program at an engineering university, determining the factors and barriers to program implementation. Further research will allow evaluating the effectiveness of the English-language program. The authors summarize that English-language educational programs intensify the educational process of the university in terms of improving the competence of teachers, intensifying cooperation with foreign universities, attracting foreign staff and increasing the recognition of domestic universities.
