The article discusses the application of the project approach to solving the problems of HR management of the organization. Currently, a significant number of works by Russian and foreign specialists are devoted to aspects and problems of using project management methodology to solve problems of effective achievement of goals in various socio-economic systems. In particular, in these works, the personnel of organizations is considered as one of the main objects of management in the implementation of project activities. At the same time, mainly specialists and researchers, when considering aspects of HR management in the context of project management, focus on the staffing of projects and the methodology for creating effective teams capable of solving project tasks and achieving its goals. At the same time, taking into account the development and universality of the project approach, it is advisable to study the possibility of applying the appropriate methodology to the HR management of the organization as a whole and the implementation of individual functions in this area. To solve such a problem, it seems appropriate to consider the specifics of HR management as a complex process of creating and implementing various sequential projects. Thus, it is possible to create a project system that includes several levels and consists of various projects that form HR management strategies, as well as smaller-scale projects that are tools for implementing strategic goals of HR management. At the upper level of such a system, it is possible to apply a methodology related to the management of the «content» (configuration) of the project, at the lower level, respectively, the so–called «standard» approach i.e. the management of «deviations». Also an attempt to consider the processes of HR management from the perspective of the project approach leads to the need to analyze a number of features of assessing the effectiveness of such projects, associated with the complexity of determining the direct economic effect.
