MOBILIZATION MODE OF THE RUSSIAN ECONOMY AS A TOOL TO COUNTER INTERNATIONAL SANCTIONS

Annotation:

After the start of the special military operation in Ukraine, an unprecedented number of international economic sanctions were imposed on Russia, the main purpose of which was to rapidly destroy the Russian economy. The swift action taken by the Russian Government immediately after their imposition made it possible to effectively counter the blow and rebuild the economy to the new reality. However, it is not excluded that the shock, which Western experts counted on, may have a delayed effect and will manifest itself in the next 2-3 years. In order to prevent this, the Government of the Russian Federation is actively working out and implementing various mechanisms of countering international sanctions, including the introduction of elements of mobilization economy. The identification of promising directions for the introduction of elements of mobilization mode in the Russian economy to counter international sanctions is the purpose of this article. The experience of the development of countries under sanctions reviewed on the example of Iran and North Korea allowed us to identify tools suitable for replication in Russia. These include tools for organizing parallel imports and trade, expansion of “young markets”, and development of digital security. The paper shows the possibilities of using the previously developed method of assessing the antifragility of the national economy, which allows us to determine the sustainability of life-supporting sectors of the economy and develop the directions of the state’s efforts to stabilize them, as well as the adaptation of the model of people’s capitalism to Russian conditions. Theoretical and practical significance of the work consists in the search for optimal options for the formation of the strategy of economic security of the state, the conclusions of which can be used in the activities of public authorities.
