CHANGE OF THE STRUCTURE AND THE CONTROL SYSTEM OF HIGHER EDUCATION INSTITUTIONS EXPENSES IN THE CONDITIONS OF INTRODUCTION OF NEW ACCREDITATION INDICATORS

The potential solutions of the issue of higher schools for performance of the accreditation index for the availability of the electronic library system, which is established on the basis of the contracts with the authors and providing for the possibility of access of the higher school students to it have been presented in the article. The author has proposed the structure of the higher school expenses for selection of the specific solution: establishing the own electronic library system of the higher school; participation of the higher school in establishing the inter-university electronic library system; subscription of the higher school for the available program solution.
