TRENDS OF MODERNIZATION OF THE RUSSIAN REGIONS: ROLE OF THE PUBLIC-PRIVATE PARTNERSHIP IN ESTABLISHING REGIONAL POLICY

The article summarizes the results of the investment climate formation for economic modernization of Volgograd region and analyzes the factors that could help the region to take the leading place among the Russian regions in attracting investments. The fundamental proposition is made that it is necessary to introduce the scientific and educational institutions of the Russian regions into the regional departmental and inter-departmental clusters as the backbone research-innovation centers. Implementation of the largest infrastructure regional social-economic projects should be performed in the form of various institutional forms of the public-private partnership that will allow using effectively both the private money and the funds of regional budgets, making this process open, transparent and controlled by the population of the region and its civil institutions.
