Annotation:

At the present stage of economic development of the Russian Federation the problem of insufficient progress of small innovation business is notable. Small business has numerous positive features for establishing and promoting the innovation products. The innovation climate establishing should be paid attention that will contribute to increasing the innovation activity of the economic entities and allow increasing their innovation receptivity. It is possible by means of creation of the new economic mechanism that allows supporting by establishing favorable economic and legal conditions, forming new high-technology production, defining priorities of social development and their financial support with the help of implementation of fiscal policy, development of small and medium private innovation companies related to the field of venture entrepreneurship.
