Duty and service and the confucian model of the public service

Annotation:

The article examines the Confucian model of public service. The authors assume that the basis of China attractiveness for foreign capital consists of special institutional system, one of the main components of which is Confucian ethics, rather than cheap labor forces, or availability of large consumer market. Focus is made on duty and service. Horizontal and vertical links between different subjects of the public service, the linking element of which is debt, are studied. Composition and structure of the categories «debt» is examined. Its interrelation with the other categories of public service is determined. Contradictions that arise in the system of horizontal links are revealed, and resolution of the problem is proposed. Directions of use of Confucian understanding of the debt and service in the public service of Russia are specified.
