The article examines changes in shipbuilding industry of the Russian Federation caused by joining the World Trade Organization. The major problem consists in the necessity to upgrade preferences existing in the industry so that they do not conflict with WTO’s rules, in particular the state program of shipbuilding development and legal enactments approved previously. Scenarios of government participation in the industry development in other countries were analyzed for finding out the possible options of the problem solution. The list of measures is proposed, which are focused on solving the shipbuilding problems, namely approval of the state program for industry support aimed at increasing of the global competitiveness, compensation of some interest rates of credits and leasing agreements, extension of transition period, and intense development of strategically significant areas. |
