The article analyzes the norms of the federal legislation and decisions of the Constitutional Court concerning the resignation of the head of executive authorities of the RF entities in connection with distrust to him expressed by authorized persons and bodies. Results of the study consist in identification of problematic issues in the legal regulation of responsibilities for expression of distrust to the head of the executive authorities of the Russian Federation at the regional level. Peculiarities of relations between legislative and executive authorities in the regions are underlined; decisions of the RF Constitutional Court are analyzed. The author’s proposals are presented: amendments to the federal legislation shall be incorporated fixing torts, for which the officer can be brought to justice, in order to avoid unjustified use of the institution of distrust expression to the officials and executive authorities of the RF entities by the regional parliaments |
