The problem of optimization of the regular number of public and municipal employees is examined in the article; analysis of the regulatory-legal enactments related to the personnel policy in the public and local self-government authorities of the Russian Federation since 2010 to the present is fulfilled. Statistical data demonstrating the non-fulfillment of the decrees of the RF President is presented; conclusion regarding inconsistent impleme ntation of directions of some regulatory-legal enactments aimed at optimizing of the regular number of employees is made; number of reasons contributing to this is determined. The system of criteria for optimization of the regular number of public and municipal employees is developed, as well as the measures ensuring their practical implementation are proposed. |
