The main principles of budget expenses on public procurement

The article describes the features of the budget expenses for public contracts payment as a form of budget expenditures in the conditions of the modern market economy. Based on the analysis of the goal of the government contracts` implementation, the role of financial support of the public contracts implementation in the state financial system was defined. Basic principles of financing of the state procurement integrated into the budget process were proposed. Assessment of compliance of the Russian practice of budget expenses for the state contracts payment with their main theoretical principles was given. Disadvantages of the budget system were detected, which prevent confirmation of implementation of the number of principles of the state procurement financing.
