Problem issues of the economy innovative development

The article examines the practical issues of providing the country innovative development, analyzes the reasons of aggravation the challenges of economic growth, as well as the need for fundamental changes in the economic system of the country to achieve sustainable economic growth, improving the population life quality, ensuring technological and economic security at the level of the state and any organization. Peculiarities of intellectual resources as a factor of economic growth are formulated. Functions of the state for acceleration of the economic growth rate are identified, namely the formation of the legislative base of innovative development, definition of priority directions of development, which must have pioneer nature, providing motivation of innovation activity, establishing the mechanism of resources management and ensuring strict control. The recommendations for establishing the components of the mechanism of the intellectual resources management are proposed.
