SOCIAL SECURITY IN THE STRUCTURE OF THE COUNTRY NATIONAL SECURITY

Annotation:

The article proposes a method for assessing the social security of a state according to four stratifications: demographic stratification, economic settlement, cultural educational stratification, medical preventive stratification. The basis for the selection of these stratifications was the goals of sustainable development, declared by the UN, and the strategy of national security of the Russian Federation. In the present study, an analysis of medical and prophylactic stratification was carried out as an element of assessing the level of social security. The level of development of the health care system is determined as the main component of the medical-preventive stratification, which is analyzed by 12 indicators. It was revealed that the positive dynamics is absent in terms of the “share of drug imports” and “conditional depopulation coefficient”, which indicates that the growth reserves of the social security level are related to the health sector within the framework of the sustainable development goal “good health and well-being”. Thus, the threat to social security is that Russia is a net importer of medicines: the share of imported medicines fluctuates at 70 % during the study period 2011–2017. With regard to the “conditional depopulation coefficient” indicator, it has been revealed that since 2012, an upward trend has been observed in Russia, and the value is close to the maximum critical. It should be noted that in this regard there is a need to optimize the current system of disease prevention, increase the volume and improve the quality of skilled medical care and facilitate access to healthcare services for the population. As a result of the analysis of indicators of medical and preventive stratification, it was revealed that it is necessary to ensure an increase in the availability and quality of medical care in order to achieve sustainable development goals aimed at ensuring the well-being of human capital development.
